The Lighting Plan – a PPP

Lighting Plan 4.0 is a PPP (public-private partnership) concluded between SOFICO and the LuWa Group. The project, which has been concluded for a duration of 20 years, covers the design, financing, modernisation and maintenance of public lighting equipment within the Walloon Region infrastructure network. Today, the design phase is complete while the modernisation phase is about to be completed. The maintenance phase will now run until 2039.

 

 

Public partners

With regard to public partners, the PPP is supported by SOFICO (a company based in Wallonia that provides additional funding for infrastructure). It is responsible for the structural road network, including all motorways and major trunk roads in Wallonia. Totalling around 2,700 km of road network, it finances, maintains, redevelops and manages it.

 

                                                                                       

 

Within the framework of its task, SOFICO is given technical assistance by SPW Mobilité & Infrastructures (Mobility & Infrastructure), which is the second public partner in the PPP.  A major player in Wallonia in the design, financing, management and operation of high-quality infrastructure, it works to improve Wallonia's economic and social expansion. Taking action for the benefit of citizens, it maintains quality, secure infrastructure that is accessible to everyone and respectful of the environment.

                                                                             

 

Private partners

In terms of the private side of the partnership, the LuWa consortium is responsible for deploying Lighting Plan 4.0. The consortium is made up of 3 entities:

Temporary company responsible for the design and the implementation of the equipment modernisation programme. Luminus cities and Mobix are the shareholders of it.

Maintenance
Maintenance

Company responsible for operating and maintaining the equipment. Its shareholders are Luminus cities, Jacobs, Genetec and Mobix.
